How a Compassionate, Scaffolded, Evidence-Based Approach Better Serves All Youth and Teens When It Comes To Technology

Caveat- This article was inspired by a thoughtful discussion we recently had with someone who holds a different perspective on age restrictions for technology, the internet, and social media. It was a respectful and engaging exchange, and we found that while we share many common values, our views diverge when it comes to how and when youth should gain access to technology. The following outlines our position on this complex and often hotly debated and emotional topic.


Advocates of delaying youth access to smartphones, the internet, and social media until age 14 or 16 often frame their position as a harm-reduction strategy. The only way we can guard our kids hearts, minds, eyes, and ears is delaying access until a certain prescribed age. At face value, their reasoning feels compassionate and reasonable, protect the most vulnerable by protecting everyone. To us, this line of thinking reflects a nirvana fallacy, it dismisses the role of parents and caregivers when it comes to making decisions about their child, along with practical, real-world solutions, simply because they are not flawless.


The belief that delaying access will make youth inherently safer assumes that age alone can erase risk. It can’t. Risk doesn’t disappear as children grow older, it shifts and takes new forms. When we postpone developmentally appropriate, guided exposure to technology, we don’t remove danger, we delay the learning and resilience needed to face it. Youth who grow up without digital experience often enter independence with little preparation for online safety, privacy, or judgment. 


The inconvenient truth, statistically, young people face greater risk of harm from people they already know and trust in real life than from technology, the internet, or social media. (1) Yet, most of us don’t respond to that by banning sleepovers,  isolating them from family gatherings, or attending church or school. Instead, we equip them with awareness and boundaries. Technology should be treated the same way, not with prohibition, but with supervised, developmental readiness.


During a recent  online discussion, one participant said:


“There will always be children who fall through the cracks, and the most vulnerable children from the most vulnerable families experience the most harm. Without age guidelines and protections, those kids will continue to experience harm.”


That perspective is heartfelt, valid, and deserves serious consideration. Stories of harm carry weight, especially when they involve young people who are facing hardship or neglect. Darren witnessed this firsthand during his 30 year career in law enforcement, working with vulnerable, street-entrenched youth well before smartphones and social media ever existed. Those same challenges existed back then, and they persist now. However, there is no doubt that technology changed the setting, but we would argue not the underlying vulnerabilities. The attraction to nostalgia of our tech free childhood as parents and caregivers is powerful for sure, but was it really safer for teens and youth, the historical research says, “Not so much” (2)(3)


However, we argue that creating universal restrictions for the sake of the few who face the highest risk is not evidence-based policy, rather it’s an understandable emotional reaction. It assumes that by delaying access for all, we can eliminate risk for some. History and research both show that isn’t how risk works. 


For example, during the 1980s, when board games like “Dungeons & Dragons” and early video games like “Space Invaders” became hugely popular among youth and teens, there were widespread calls to ban them, or at the very least age restrict them. Policymakers and advocacy groups warned that youth exposure to these games would fuel aggression and moral decay. Decades of follow-up research disproved those claims, showing that the majority of youth were unaffected and that parental engagement, watching and playing together, discussing content, and setting limits, was far more protective than bans.


Delay advocates often cite brain science to justify restriction, arguing that youth and teens lack the impulse control to handle social media’s “addictive” design. It’s true that adolescent brains are wired for novelty and reward, the limbic system matures long before the prefrontal cortex, which governs judgment and impulse control. (4) However, this biology isn’t an argument for prohibition, it’s a roadmap for guided learning.


A teen shielded from technology until 14 or 16 doesn’t magically gain impulse control at that age. What develops those skills is practice under parental supervision, with the “right” developmentally appropriate tech at the “right” time, the same way we teach driving, sports, or interpersonal communication based on the individual youth or teen.


Adolescent brains are built for exploration. We would argue that shielding them entirely doesn’t change that, it just removes the chance to learn healthy regulation when it matters most under the guidance of a parent or caregiver.


The strongest peer reviewed evidence shows that negative online outcomes are often, though not always, linked to pre-existing vulnerabilities such as anxiety, social isolation, or family instability, rather than to the technology itself. (5)


Recognizing that some youth struggle doesn’t mean restricting all. It means providing earlier, safer opportunities to learn digital skills and emotional regulation. Removing access doesn’t remove risk, it removes support. For many marginalized or isolated youth, digital communities can be lifelines.


Even the BC Ministry of Children and Family Development recognizes this reality, equipping youth in care with cellphones to connect them with support networks and emergency services. Restricting access across the board would harm those who need connection most.


It was brought to our attention in the Facebook thread that inspired this article, that a teacher recently stated:


“There are some parents who are educated on the risks and are working extremely hard to keep their kids safe. But what about the kids of the parents who don't have that education or whose parents simply aren't equipped? Not every child has loving, engaged and educated parents. Not every child has English speaking parents. Not every child has parents. I work at a high school with 1000+ students from many different backgrounds. It appears to be a rare privilege to be protected from harmful technology in our country. The harms are not evenly distributed.”


This observation is valid. The digital world mirrors the inequities of the physical one. However, restricting access for all youth does not create fairness, it widens the gap.


The reality is that the the issues expressed by this teacher, “not every child has loving, engaged and educated parents. Not every child has english speaking parents. Not every child has parents” existed long before technology, the internet, and social media became part of young people’s lives. 


As mentioned earlier, in the 1980s and 1990s, Darren worked with many street entrenched youth, some as young as 14, most of whom came from homes lacking love, affection, or positive engagement from parents or caregivers. Yet, there were also teens from very supportive families who were drawn to street life for a variety of other emotional, psychological, physical, and social reasons. 


Outreach workers did their best to help, but it wasn’t uncommon for these at risk youth to still “slip through the cracks.” Laws, public policy, and curfews had little to no effect on preventing this small cohort of at risk youth from harm, many of whom would later ended up in dangerous life threatening situations. Even when authorities intervened for the safety of the youth or teen, it was often only a temporary fix, a bandage on a much deeper wound, and within hours or days, many were back on the streets.


The same lesson applies to the onlife world today. Just as removing a teen from the streets didn’t address the complex reasons why they ended up there, delaying access to technology doesn’t resolve the underlying factors that place some youth at greater risk online. Restricting access might create the illusion of safety, but once those youth inevitably gain access, often unsupervised and without prior guidance, they face even higher risks. True protection doesn’t come from isolation, it comes from connection, education, and consistent mentorship.


Equity isn’t about restricting everyone equally, it’s about ensuring everyone has support based on their needs and individual differences. A one size fits all age ban assumes all families have the same resources, culture, and needs. The reality is, they don’t. Real fairness means flexibility, guidance, and access to community mentorship that meets the needs of each specific youth or teen, and not universal nanny restrictions or legislation specific to accessing the use of technology. Some argue that society places too much responsibility on parents and caregivers and not enough on tech companies. They’re right to a point, regulation and legislation matter. Platforms must be held accountable for exploitative design, data harvesting, and predatory algorithms. But policies that focus solely on restriction or delay often end up targeting the end user rather than addressing systemic issues. While concerns about unequal parental capacity are valid, delaying access for all youth doesn’t solve that inequity, it simply shifts it, and for the larger cohort of youth, reduce opportunities, even at younger ages, that the online world has to offer if approached in a scaffolded way. (8)(9) 


This is why we have always emphasized for years that parental consent should take precedence when it comes to a child’s access to technology, the internet, and social media rather than a rigid age gated piece of legislation or policy. Parents and caregiver understand their child better than anyone, and their judgment should carry more weight than a one size fits all age rule, that overlooks parental consent and the individual needs and maturity of each youth or teen. Readiness and context matter, not just age thresholds, and parents and caregivers are the best suited to make this assessment. Of interest, Denmark has recently announced that they will be introducing age gating legislation (15yrs), but it will allow for a “parental assessment” that will allow those under the age of 15 to still have access. (10)


However, protecting youth is not an either/or proposition. If parents or caregivers provide their youth or teen access to technology, the internet, and social media  then they bear the primary responsibility to ensure their child is safer when accessing these devices. If this makes parenting harder, then you are being a good parent when it comes to shepherding and mentoring your child and their use of technology, the internet, and social media.


Yes, holding platforms accountable for exploitative design is a must, but is sadly lacking. However, accountability and access aren’t opposites. We can demand safer platforms while preparing youth to navigate them responsibly, which we would argue “some” parents and caregivers are not doing.


Delaying technology until 14 or 16 assumes that maturity arrives automatically with age. It doesn’t. Readiness isn’t defined by a birthday, it’s reflected in consistent behaviour and decision making. Here’s what we believe true digital readiness looks like:


Respecting family boundaries around device use.


A youth or teen who can follow household expectations, such as putting devices away during meals, keeping tech out of bedrooms at night, or using agreed upon apps, shows they can handle responsibility. These small acts of accountability signal they’re ready for greater digital freedom.


Demonstrating empathy and self-regulation online and offline.


Technology amplifies both kindness and cruelty. Youth who show empathy in face to face interactions are more likely to carry that awareness online. Likewise, those who can manage frustration or delay gratification without acting impulsively are better equipped to navigate the pressures of social media.


Understanding privacy, consent, and digital permanence.


Before granting full access, youth should grasp that what’s shared online can be copied, altered, or distributed indefinitely. They should understand that consent applies to images, conversations, and personal data alike. Teaching this early helps them value their privacy and respect others’.


Willingness to discuss mistakes and learn from them.


No young person will use technology perfectly, and that’s okay. The key is whether they feel comfortable coming forward when something goes wrong, whether that’s sending a regrettable message or encountering something inappropriate. Readiness includes openness, honesty, and the ability to learn from experience rather than hide it.


These behaviours, not age, show when a young person is truly prepared to handle technology responsibly and safely.


These skills are teachable and observable, but they only develop through guided participation, not abstinence. A youth banned from all technology until mid-adolescence may lack the very resilience they’ll need once they gain access.


In our experience, the youth delay policies that aim to protect those most at risk are often those most likely to bypass them. They will use a friend’s phone, a school computer, or a library or coffee shop computer to gain access. Restrictive measures push curiosity underground, replacing guidance with secrecy.


One teen we met in a public library was using a computer to go online because, as they explained, “My parents don’t allow me to use a computer or to go online at home, so I come here to access the internet instead.” (11) Without earlier experience or parental mentorship, their first unsupervised access created significant risks of harm. Sudden digital independence rarely produces safe outcomes, again something that we have seen time and time again as online investigators.


Delay advocates often highlight heartbreaking cases of online exploitation or self-harm to justify universal restriction until a certain age, usually 14 or 16. Those stories deserve empathy, not dismissal. However, emotion alone can’t guide effective policy.


We honour victims best not by removing technology, but by ensuring future youth are equipped to avoid the same traps. Compassion demands prevention through education, developmentally appropriate access with the right tech and the right time, and  not fear. Yet, we also need to understand that we can’t protect all youth and teens, no matter how hard we try.


A recurring argument in the delay philosophy is that if society imposes age restrictions on cigarettes and alcohol, it should do the same for smartphones and social media. At first glance, this seems reasonable, after all, all three can cause harm if misused. But this comparison collapses under scrutiny. It oversimplifies a complex developmental, social, and technological issue by equating fundamentally different categories of risk, regulation, and purpose.


1. Different Risk Models


Cigarettes and alcohol cause direct, measurable biological harm. Every cigarette increases cancer risk. Every excessive drink can damage the liver and impair cognition. These are linear, dose-dependent, and universally harmful effects.


Technology doesn’t work this way. A smartphone or social media app doesn’t create a toxic physiological response, although some want you to believe they do.  Its impact depends on context, content, and user. For some, it’s a tool for learning, creativity, and connection. For others, it can amplify stress or anxiety, usually when other vulnerabilities already exist. The harm isn’t inherent in the object but in how it’s used. Equating these forms of risk assumes a biological equivalence that research does not support.


It’s true that some digital platforms use persuasive design to encourage engagement, but that’s a behavioural issue, not a biochemical addiction. While both can activate reward pathways in the brain, the intensity, permanence, and mechanisms differ vastly. Conflating behavioural reinforcement with chemical dependency is scientifically inaccurate and misleads policy. (12)


2. Different Mechanisms of Regulation


Age restrictions on cigarettes and alcohol exist because there is no safe developmental exposure. Early use doesn’t build resilience, it builds chemical based addiction and clear damage to the lungs and liver.


Technology, however, functions on a “competence through exposure” model. Digital literacy, privacy awareness, and online judgment are not innate, they develop through guided use. Competence grows from gradual, supervised experience, not from avoidance.


“Competence through exposure” doesn’t mean giving a 10-year-old a fully connected smartphone. It means introducing technology progressively, starting with limited-function devices, co-use, and clear boundaries, just as we teach safe driving before granting a license. Delaying all access until 14 or 16 doesn’t protect youth, it produces naive late adopters with no digital coping skills once independence arrives.


3. Different Social Functions


Cigarettes and alcohol are optional leisure substances. They’re not required for learning, communication, or civic participation. Smartphones and digital access are now woven into how young people learn, collaborate, and form community. Yes, some believe that it should be, given that when we were younger we didn’t use this technology. However, this is the onlife world our kids are now living in so let’s meet them where they are, and not where we were!


Calling technology “non-essential” ignores how education systems, peer networks, and even health services operate in 2025. While not biologically essential, digital participation is functionally essential for social inclusion. Overly broad restrictions risk isolating or disadvantaging youth who already have fewer opportunities for supervised digital learning.


4. Misapplied Moral Logic


The delay argument often borrows the moral lens of substance restriction, that exposure equals harm. That logic makes sense when dealing with inherently damaging substances but breaks down when applied to the right tools at the right time, that can be used safely and constructively.


This moral framing has consequences, it shifts the focus from education and accountability to fear and abstinence. History shows that moral panic doesn’t produce resilience, it produces unpreparedness. Just as we teach safe driving or healthy eating, digital readiness should be guided, not gated.


5. Empirical Evidence Diverges


Public health policy around alcohol and tobacco is supported by decades of consistent causal data linking exposure directly to disease and mortality. The evidence for technology’s effects is far more mixed.(13)


Peer-reviewed studies show wide variability, and while excessive or unsupervised use can correlate with distress, moderate and guided use often correlates with learning, connection, and creativity. The strongest predictor of negative outcomes isn’t the device, it’s pre-existing vulnerabilities such as anxiety, social exclusion, or family instability. Overgeneralized bans ignore these nuances and replace individualized support with universal restriction.


6. Equating Addiction With Engagement


Labeling normal online behaviour as “addiction” misrepresents what’s happening. A small percentage of youth do show problematic or compulsive use, and those cases deserve attention and support. However, most are simply highly engaged, using technology to socialize, express identity, and explore interests. Pathologizing all engagement undermines digital literacy and stigmatizes normal development in today’s onlife world.


7. The Policy Implication


Cigarette and alcohol laws exist to prevent predictable, universal harm. Smartphone policy should exist to promote digital competence. Treating technology like a toxin to be delayed ignores its role as a core life skill. For most youth, safety doesn’t come from postponement, it comes from preparation.


When moral outrage drives policy, bans follow. When evidence drives policy, education follows. Age-based prohibition made sense for substances because abstinence eliminates harm. For technology, abstinence delays readiness. The responsible approach isn’t to regulate devices like drugs but to teach their use like literacy, through mentorship, not fear.


Public health has never been about achieving perfection, it’s about minimizing harm through layered, realistic safeguards and good evidence based research. We don’t eliminate every risk by removing what’s risky, we manage it through education, structure, regulation, and accountability. For example, we don’t ban cars simply because some drivers speed, even though speeding can endanger children walking to school or visiting friends. Instead, we teach road safety, build sidewalks and crosswalks, and enforce traffic laws. The same principle applies to technology. Rather than attempting to eliminate every possible digital risk by delaying access, we can focus on digital harm reduction, teaching safe habits, setting boundaries, and putting protective systems in place that evolve with a child’s maturity. Technology safety should follow the same model:


Use the right tech at the right time.


Just as we don’t hand a teenager car keys without driver’s education, we shouldn’t give a child unrestricted access to the digital world before they’re ready. The goal is graduated scaffolded autonomy, introducing technology in stages that match a child’s individual social, emotional, and cognitive development. A minimalist phone or supervised internet access can serve as a safe on-ramp before transitioning to full internet and social media access.


Education that builds digital literacy.


Knowledge is one of the strongest forms of protection. Teaching youth how algorithms shape their feeds, how to spot misinformation, and how to protect their privacy helps them make safer and smarter choices online. Digital literacy isn’t a one-time lesson; it’s a lifelong skill that should be integrated across home and school environments, just like teaching traffic or fire safety.


Parent and Caregiver engagement that fosters trust.


Parental and caregiver oversight works best when it’s grounded in open communication and participation, not surveillance. When parents engage in regular, nonjudgmental conversations about what their children are doing online, they build trust and create an environment where kids feel comfortable coming forward if something goes wrong. Connection, not control, is what ultimately keeps them safe. (14)(15)(16). It is also important to understand that youth and teens will model our behaviour, so anxious parents care causing anxious kids. (17)


Policy that holds companies accountable.


While families and educators play a critical role, systemic safety also depends on regulation. Platforms should be required to design with youth privacy, transparency, and safety in mind, by default, not as an afterthought. Holding companies accountable ensures that the burden of safety doesn’t rest solely on parents and children but is shared by those profiting from youth or teen engagement.


Digital competence develops through gradual exposure and shared responsibility. Parents and caregivers can introduce limited platforms, expand independence as trust grows, and maintain open communication.


Protecting youth should never mean punishing the majority for the struggles of a few. This is not a heartless statement, even though some will attempt to weaponize it to say, “The White Hatter just doesn’t care about the most vulnerable.” To be clear we ABSOLUTELY care! Every youth or teen has the right to safety, but also to opportunity. The way to safeguard both is through education, communication,  compassion, the right tech at the right time, and not prohibition.


Just as young drivers start with learner’s permits, youth need digital learner stages that are supervised, scaffolded, and responsive to maturity. This protects vulnerable youth while empowering capable ones by building resiliency and agency, and by keeping parents and caregivers connected instead of excluded.


Real courage isn’t in hiding children from the onlife world, it’s in walking beside them as they learn to navigate it in a more “safer” way.


Waiting until 14 or 16 to access technology, the internet, or social media rests on the false belief that delay equals protection. It doesn’t. It only defers the learning curve until guidance is gone.


We can build stronger protections by ensuring every child, regardless of background, has access to trusted adults, digital literacy education, and safer online environments. By meeting vulnerable youth where they are in today’s onlife world, instead of locking them out, we prepare them to navigate the world they already live in, one that is irreversibly digital.


Every child deserves safety and opportunity. Are their youth and teens who should not have access to a fully functioning iPhone or Android phone? Absolutely!However, recognizing that protecting one group should not mean restricting another is not heartless, it’s pragmatic and compassionate. The small cohort of youth who are most vulnerable will not be protected by blanket delay tactics. Many in this at risk cohort will find ways around them, placing themselves at greater risk, again something that we witness consistently as online investigators.


Delay or prohibition isn’t protection, proper preparation and planning is!
