Why Parent Persistence Can Sometimes Make A Difference When It Comes To Due Diligence & The Police

Recently, we received some encouraging news from a Canadian family we have been supporting, and with their permission to share the lessons learned, we believe their experience offers an important message for every parent and caregiver. Their story is not simply about one investigation. It is about understanding that, while most police officers work diligently to protect victims, there are occasions when families may need to respectfully advocate for additional investigative attention. Knowing how to do that can sometimes make a meaningful difference.

Earlier this year, the family contacted us after their child, who was under the age of 13, became the victim of an online sextortion offence. The young person had been manipulated into sending several intimate images, which were then used by the offender to threaten and extort them. As every parent can appreciate, this was an incredibly traumatic experience for both the child and parents. The family immediately did exactly what we encourage every parent and caregiver to do when faced with this type of crime. They contacted their local police department and reported the incident, hoping that investigators could quickly intervene to protect their child and pursue the person responsible.

According to the family, the responding officer explained that there was very little that could be done because the offender appeared to be operating outside of Canada. While a report would be completed, the family was left with the impression that the investigation would go no further. They understood that international investigations can be challenging, but they also felt uneasy that so little appeared to have been done, particularly given that intimate images of a child were involved. Wanting a better understanding of their options, they reached out to us for guidance.

After reviewing the information the family had collected, it became apparent to us that there were still investigative avenues worth exploring. In less than 30 minutes, using only open-source intelligence techniques, we were able to identify what appeared to be the general geographic area where the offender was likely operating. This was not intended to conclusively identify the suspect or replace the role of law enforcement. Rather, it was information that we believed could assist investigators by providing additional leads and helping narrow the focus of the investigation. We encouraged the family to provide this information to the investigating officer so it could be assessed as part of the file.

Unfortunately, the family advised us that the officer declined to review the new information, again explaining that because the offender appeared to be located outside Canada, there was little that could be done. Recognizing that investigations can sometimes benefit from supervisory review, we suggested that the parents respectfully raise their concerns through the chain of command. We asked them to contact the watch commander of the police department, explained the circumstances, shared the additional information they had obtained, and expressed their belief that further investigative steps were warranted. After speaking with the investigating officer, the watch commander advised the family that they supported the original decision not to pursue the matter further.

At that point, we recommended that the family continue following the established accountability process. They attempted to speak with the officer in charge of the police agency but were unsuccessful. Given the seriousness of the offence, particularly because a child had been exploited and intimate images remained in the possession of the offender, we believed the matter deserved an independent review. We therefore advised the family to submit a formal complaint to the independent civilian police oversight body in their province, outlining why they believed the investigation may not have met the expected standard of diligence. The family carefully documented their concerns and proceeded with the complaint.

This week, we received a phone call from the parents with the update they had been hoping for. As a direct result of the complaint process, the investigation was reassessed and assigned to a specialized Sex Crimes Unit. Additional investigative work was conducted, a suspect was identified, and police authorities in the country where the suspect resides are now actively involved in the investigation and dealing with the suspect. While the legal process is still unfolding and no outcome is guaranteed, the case is now receiving the level of attention the family believed it deserved from the outset.

We want to be very clear about why we are sharing this story. This article is not intended to criticize policing as a profession or suggest that this type of experience is common. Darren was a police officer for over 30 years, and during our work here at the White Hatter, we have had the privilege of working alongside thousands of exceptional police officers who dedicate themselves every day to protecting children and investigating crimes involving technology. We also recognize that today’s investigators face enormous challenges. Digital investigations often cross international borders, involve multiple jurisdictions, require specialized expertise, and compete with significant workloads and limited resources.

At the same time, police officers are human, just like professionals in every other occupation. Their levels of experience, training, workload, and familiarity with rapidly evolving technology can vary considerably. Occasionally, investigative opportunities may be overlooked or additional expertise may be required before a case moves forward or not. Recognizing this reality is not an attack on policing, rather, it acknowledges that no profession is immune from human error or differing levels of experience, and that accountability mechanisms exist for precisely these situations.

For parents and caregivers, the most important takeaway is that respectful advocacy is both appropriate and sometimes necessary. If you genuinely believe an investigation has not been pursued as thoroughly as it could be, there are constructive steps you can take. Providing investigators with new information, requesting that a supervisor review the file, asking whether a specialized investigative unit should become involved, and, when appropriate, utilizing your province’s independent civilian complaint process are all legitimate avenues available to the public. These processes exist to strengthen public confidence in policing and to ensure investigations receive appropriate oversight when concerns arise.

It is equally important to recognize that even when investigators identify a suspect, the outcome may still be limited by factors beyond anyone’s control. International investigations are often extraordinarily complex. Differences in national laws, extradition agreements, available resources, evidentiary standards, and the willingness of another country to cooperate can all influence whether charges are ultimately laid or an arrest is made. Some offenders also employ sophisticated anonymization technologies that make attribution exceptionally difficult. As a result, identifying a suspect does not always lead to prosecution, but it is often a significant and necessary first step.

This family’s experience serves as a reminder that “there is nothing we can do” is not always the end of the conversation. Sometimes the better question is whether every reasonable investigative avenue has truly been explored, which was the primary concern for this family. Parents and caregivers who remain respectful, informed, and persistent in advocating for their child are not interfering with an investigation. They are helping ensure that every appropriate opportunity to protect their child and pursue justice has been fully considered. While persistence cannot guarantee a particular outcome, this case demonstrates that informed advocacy can, at times, change the direction of an investigation and provide families with the reassurance that every reasonable effort has been made.
